Scheduling permit

hello guys,

i have the certification of identification (186) since i was a student.

but now after i graduated they require (344,345,187) forms.
anyway, i have applied for step 2 ck and they sent me an email
telling me that they received the on-line part and they gonna process it
within 3 weeks.

my problem is : i applied to step 2 ck on 9th of sep and I haven't received
an email till this moment for scheduling although many of my friends who applied
after graduation received their scheduling permit 3-5 days after paying.

can someone please explain ??
