Have you applied to NBME before?

Hello guys am locked up in the cs applications pls help.

Do I answer yes or no.
I have applied for step 1 but have not taken exams yet.
I am asked whether I have ever applied to national board of medical examiners NBME or part of step application.
I am thinking the NBME is limited to only the test exams we do. Not the steps itself. Am I wrong?
What do I answer please help.
